Woman Arrested in South Austin Fatal Hit-and-Run Incident

AUSTIN-Police reported that a 34-year-old woman was apprehended in connection with a fatal hit-and-run that occurred in South Austin on Thursday night. After allegedly striking pedestrian Tony Almanza with her vehicle and fleeing the scene, Julie K. Kotrla is accused of Collision Causing Death, according to an arrest affidavit from the Austin Police Department. 

The incident took place in the 3400 block of South Congress Avenue at approximately 10:08 p.m. Almanza was discovered incapacitated in the center turn lane with severe head injuries and was subsequently pronounced deceased at South Austin Hospital.

Witnesses observed a white Jeep Cherokee briefly halt before continuing its journey. A vehicle that matched the description was subsequently discovered by authorities on Oltorf Street. 

Kotrla acknowledged striking an individual she considered to be present at the scene. However, she maintained that she did not cease her actions because she believed the individual had fled the area. The affidavit indicated that her vehicle had sustained damage that was indicative of a collision, such as a fractured windshield and a dented hood.

According to the police, Kotrla neglected to contact 911 or investigate for injuries, as mandated by law. She informed investigators that she intended to report the incident upon her return home, but she claimed that her phone was unreachable at the time. 

In the affidavit, the police stated that all mobile phones are capable of dialing 911, even in the absence of service. 

The investigation is ongoing, and Kotrla is currently being held on surety.
