The 89th Texas Legislature begins on Tuesday in Austin, uniting 181 lawmakers to outline the state's legislative priorities. The session is set to address a variety of urgent matters, with more than 2,400 bills already submitted, covering topics from budget distribution to possible changes in policy.

Texas Secretary of State Jane Nelson will manage the organizational proceedings, designating Walter Fisher and Sharon Carter as parliamentarians to assist with the initial process. “This duo’s extensive parliamentary knowledge guarantees a fair and transparent beginning to the 89th Legislative Session,” Nelson stated.

The initial significant agenda item for the session is the election of the Speaker of the Texas House. Three candidates—Republicans Dustin Burrows and David Cook, along with Democrat Ana-Maria Ramos—are competing for the position, which will influence the legislative priorities and governance of the House.

Furthermore, Texas Comptroller Glen Hegar is anticipated to unveil the Biennial Revenue Estimate, which will assess the state’s budget surplus and impact funding choices. Governor Greg Abbott is expected to reveal his list of emergency items, outlining the legislation that will be eligible for fast-tracked consideration in the initial 60 days.

The Texas Legislature consists of 150 members in the House and 31 Senators, all of whom are set to be sworn in on Tuesday. Austin is poised to be the center of important political decision-making in the coming months, with a strong agenda that includes debates on public education, property tax relief, and infrastructure investment.

The 89th Legislature offers Texas lawmakers a chance to tackle significant challenges and formulate policies that will affect millions of residents throughout the state.
